BBC News – Foreign lorries face £10 daily charge on UK roads

HGV driver pay penaltyForeign lorry drivers could pay as much as ten pounds a day to use UK roads, the government has announced. UK haulage firms already have to pay to make journeys in other European Union countries, including France.

Transport Minister Mike Penning said charging overseas companies would create a “fairer” situation. But opponents fear the change could lead the way to road-user charging for all UK car, van and lorry drivers – not just foreign heavy goods vehicles.

The Department for Transport has put its plans out to consultation. ‘Contributing’ Mr Penning said: “Each year there are around 1.5 million trips to the UK by foreign-registered lorries – but none of them pay to use our roads, leaving UK businesses and taxpayers to foot the bill.

“A lorry road user charge would ensure that all hauliers who use our roads are contributing to their cost, regardless of where they are from – helping UK hauliers to get a fairer deal and increasing employment and promoting growth in the UK.

“Drivers of LGV’s weighing more than 38 tonnes would pay £10 a day, or £1,000 a year. LGVs’ entering the country would be monitored via cameras and roadside checks, with drivers who failed to comply with charges facing one-the-spot fines.

By law, a road user payment scheme cannot discriminate between UK-registered vehicles and those from elsewhere in the EU, meaning both UK and foreign-registered lorries would have to pay the daily charge.

But ministers are proposing to compensate British logistics companies for the charge, possibly though measures which would allow them to reclaim the fee against their vehicle excise duty costs.

However, motoring groups including the AA and RAC have raised concerns that if the system succeeds, it could be extended to all UK road users, bringing in Continental-style toll-booth charging which would penalise those making lots of journeys.

Then Chancellor Gordon Brown pledged to introduce charges for an overseas LGV in the year 2000, but it was decided that the expense of setting up a new system was too great. The government’s consultation ends on 18 April.

Total Solutions Training Ltd. is an associate company of Powerdriver UK, an LGV driver training provider, and was set up to deliver Driver CPC Periodic Training to its transport industry clients. The audit today took place at one of their client companies, TNT Post, Rugby, using this company’s well equipped training room.

The training delivery observed was to a very good standard, with the trainer skilfully using a group discussion format in order to engage all of the drivers attending. This good standard of training delivery is supported by an effective quality management system and an efficient administration process.

Overall this centre is providing a good standard of Driver CPC Periodic Training to its client companies.

This Kilmarnock based commercial transport training provider was given a clean bill of health following a recent Driver CPC audit. The audit took place on 15th Jan and was delivered at Jim Mairs’ own training centre. The course entitled “Drivers Safety Course” was attended by 12 HGV drivers).

The training materials were good and included power point, videos and hand outs. The trainer is experienced with both coaches and lorries. He was knowledgeable and confident. He introduced himself to the group and then got the drivers to introduce themselves. The trainer took time to ensure the drivers were ready before moving on with the presentation. The training environment was good and was free from interruptions during my observation. Tea, coffee and lunch were provided.

Overall a very good example of Driver CPC Periodic Training was observed.

Attaining and maintaining JAUPT centre approval to deliver periodic Driver CPC training is no easy task. Approved training centres are subject to regular announced and unannounced inspections to ensure they adhere to DSA/JAUPT terms and conditions of business.

The audit which was unannounced was carried out by a representative from the Joint Approvals Unit for Periodic Training (JAUPT). The audit took place in September 2011.

It is clear from observations of both the training and administrative support that Wiltshire Transport Training Limited provides Driver CPC periodic training to a very high standard. The facilities and structure to the day were well managed with a reasonable level of flexibility to meet individual candidate’s needs.

The trainer observed during this session was very experienced and engaged the candidates well by using a number of different approaches; such as video clips, Qwizdom (software), resource sheets, graphs and data as well as open and closed questions.

The trainer linked this session to the candidates’ previous learning and also to their respective roles or levels of experience. Overall, an excellent example of periodic training for Driver CPC.

URTU to appeal against DSA decission

The United Road Transport Union (URTU), the first and (to date) only Joint Approval Unit for Periodic Training (JAUPT) centre to lose approval to deliver Driver CPC training has decided to appeal against the decision.

Approval was lost by URTU last month following an investigation by the Driving Standards Agency (DSA) into allegations URTU (allegedly) finished a 7 hour course too early (2.30pm when it should have finished at 5pm) as well as incorrect break times.

The rules clearly state that approved courses must last at least 7 hours. URTU are within their rights to appeal against removal of approval. Under DSA terms and conditions they (URTU) have 28 days to lodge an appeal. It is understood the appeals tribunal has the powers to suspend, remove or indeed re-instate JAUPT centre approval. Confirmation of the hearing date has still to be announced.

Much has been written about URTU and its loss of approval to deliver Driver CPC training. Many reputable training providers have supported the decision and action taken by the DSA If training companies fall foul of the conditions of Driver CPC training delivery then it is only right and proper that approval is removed. In light of the original evidence it will be interesting to see how URTU will argue its case for re-instatement.

Proposed increase in ADR and DGSA examination fees

ADRThe Scottish Qualifications Authority (SQA), the examination body responsible for administering dangerous goods by road examinations has proposed increasing its respective test fees.

The proposal is to increase ADR and DGSA examination fees by 2.5%. A 2.5% increase represents an increase of .50 pence per ADR examination paper (from £20 to £20.50) and a £7 increase for 3 DGSA examinations papers (from £285 to £292.)

SQA exam fees have remained the same since the SQA was appointed to supervise dangerous goods training examinations (2006 for ADR and 2008 for DGSA.) The proposed increase has been bought about to reflect rising inflation and an increase in staff and centre costs. The SQA has also seen reduction in ADR and DGSA test fee revenue (8% reduction for ADR and 11% reduction for DGSA.)

Both the Department for Transport (DfT) and SQA recognise that any proposed test fee increase is unwelcome at a time when financial restraint is the order of the day. The SQA has identified and implemented cost cutting and efficiency procedures where possible to try and minimise any increase in test fees.

Stakeholders are invited to provide feedback and comment on the proposed test fee increases. Responses should be received no later than 3rd February 2012. Feedback and comment should be sent direct to the DfT via email or by post.
